foragricultureingeneral.
TheGeneralServicesSupportEstimate(GSSE)indicatestheannualvalueofcash
transfersallocatedtofinancingandprovidingpublicservicesfromwhichtheentireagri-
culturalsectorbenefits,suchasresearchanddevelopment,agriculturalschools,inspec-
tions,infrastructure,marketingandpromotion,stateownershipinagriculturalentities,
etc.Ontheotherhand,theconsumersupportestimate(CSE)indicatestheannualvalue
oftransfersreceivedbytheconsumersofagriculturalgoodsfromproducers,consum-
ersandtaxpayers,aswellastheadditionalcostoffeedstock.Thetotalsupportestimate
(TSE)encompassestransfersfromconsumersandtaxpayerstofarms,takingintoac-
countbudgetaryincomesfromcustomsdutiesetc.TheTSEindicatorhasdecreasedin
OECDcountriesbyalmosthalffromslightlymorethan2.0%ofGDPintheyears
1986–1988toalittleover1.0%inthe2004–2006period.AhighTSE,ofover3%,is
stillpresentinTurkeyandKorea.InEUmemberstates,TSEtendstobeslightlyhigher
thaninOECDcountries,butatthesametimethosecountrieshaveseenalargerdrop
ofitsvalue.Theindicatorsdescribedabovecanbeusedatdifferentlevelsofaggregation
products,productgroups,countriesorgroupsofcountries.
TheaggregatedAMSindicatorwascreatedfortheneedsoftheWorldTrade
Organizationandistheprimarymeasurementusedwhenassessingtheobligationsofits
respectivememberstatesinthescopeoflimitingnationalsupportprovidedtoagricul-
ture.Theaggregatemeasurementofsupportislinkedtothesystemofallocatingagri-
culturalsupportintothreebaskets:
thegreenbasketallowedinstruments,considerednottodisruptthecompeti-
tivenessofglobaltrade;
theyellowbasketinstrumentswhichshouldbegraduallyphasedout;
theblackbasketforbiddeninstruments.
AMSiscalculatedforeachagriculturalproductcoveredbymarketpricesupport,
non-exemptdirectpaymentsoranyothersubsidynotexcludedfromreductioncommit-
ments.TheAMSindicatorisonlyusedtomeasuretheformsofsupportwhichstrongly
impactthemarket.Ituseshistorical,administrativeandglobalpricesinthereference
period(1986–1988)forcalculations.Therefore,thisindicatorislessusefulasatoolfor
evaluatingthecurrentagriculturalpolicy.
3.6.Objectivesandprinciplesofthecommonagriculturalpolicy
Agriculturalinterventionismsupportingthedevelopmentofagriculturehasbeenshaped
mostcomprehensiblyintheCommonAgriculturalPolicy(CAP)oftheEuropeanUnion,
establishedintheTreatyofRomeof1957,whichcreatedtheEuropeanEconomicCom-
munity.Thecommonagriculturalpolicybegantobeimplementedinmarketterms(first
pillar)in1962andstructurallysincetheearly1970s.Inits55yearhistory,thecommon
agriculturalpolicyunderwentanotableevolution,especiallyintermsofinstruments,
