3.3.Objectivesandinstrumentsofinfluenceonagriculture

andruraldevelopment

Traditionally,theinstrumentsutilizedinagrarianpolicytosupportagricultureandru-

raldevelopmenthavebeendividedintomarketandnon-market(structuralandinsti-

tutional)instruments.Amongthemarketinstruments,supplyregulationtools,suchas

gatheringandfinancingstockpiles,establishingmarketquotas,limitingcultivationareas

andretractingtheselimitations,contractingproduction,standardizingfoodproduction,

protectingagainstimports(customsduties,levies,importtaxes,quantitylimitations,im-

portlicensesandothers)areofkeyimportance.Exportsupport(subsidies,payments,tax

exemptions,dutydrawbacks,etc.)isimportantforbothsupplyanddemandforagricul-

turalproducts.Theinstrumentssupportingdemandincludevariouskindsofsubsidies

supportingtheconsumptionoffood(foodstamps,schoollunches,useoffoodforcharity

purposes,foodaid,etc.).

Non-markettoolsofsupportingagricultureincludesubsidiesanddirectadditionsto

income,production,cultivationareaoranimalstock.Thisincludesaccesstopreferential

creditandmeansofproduction,aswellasawideselectionofstructuralinstrumentsused

onagriculture-adjacentlabormarkets.Theseinstrumentsalsoencompassindirectsubsi-

dies,suchasaidsfortheprocessingindustryguaranteeingminimalpricesforagricultural

goodsorothersubsidiesandrefundsfortheindustry,servicesoragriculturalconsulting.

Regardlessofthedevelopmentlevelandcharacterofacountry,agriculturalpolicy

integratedwithruraldevelopmentpolicycanbefocusedonthefollowingfourgeneral

goals(middlepartofFigure3.1):

•

ensuringfoodsecurityofacountryandstabilizingagriculturalandfoodmarkets;

•

improvingtheeconomicsituationoftheagriculturalpopulation,includingstruc-

tural,socialandeffectiveness-orientedsolutions,inparticularthefairallocation

ofincome;

•

strivingtoreachaneffectiveandrationalutilizationofproductionresourcesand

protectingthenaturalenvironmentaspartofthesustainablegrowthconcept;

•

developingnon-agriculturalfunctionsandequalizingrurallabormarkets,creat-

ingpublicgoods.

Theobjectivesofaruralpolicy,theimportanceandinternalstructureofwhichhave

tobeadjustedtothetypeofagricultureanditsroleinthenationaleconomy,canbe

implementedbyanumberofspecificactivitiesandinstrumentswithinthefourfollowing

spheres4:
