Agriculturaldevelopmentprocessesarebeingcoordinatedthroughtheuseofap-
propriateinstrumentswithintheframeworkoftheimplementedagriculturalpolicy.
Thescope,goalsandinstrumentsofagriculturalinterventionismshouldbeadjusted
tothedevelopmentlevelandtheeconomicsituationofagricultureinagivencountry
orgroupofcountries.Agriculturalinterventionismisaspecificformofastate’sinflu-
ence,arisingfromthefallibilityandexternaleffectsofthemarket’sfunctioning,the
negativeeffectsofwhicharemadevisibleinagricultureitselfanditsrelatedvicinity.
Usually,interventionisminagricultureformsapartofoverallinterventionistpolicyin
astate’seconomy,basedontraditional,generalrolesofthestateandarisingfromits
economicdoctrine.Amodernstateundertakesvariousactionstopreventandcorrect
negativemarketdevelopments,withthegoalofincreasingeconomiceffectiveness,re-
ducingexcessiveinequalitiesintheallocationofthenationalproduct,andstabilizing
theeconomy.Themarketmechanism,despiteitsmanyadvantages,isalsoburdened
bynumerousfaultsandcausesnegativesocialresults,especiallyonthemacroeconom-
icscale.Agricultureisaspecialsectoroftheeconomy,highlightingtheinterventionist
roleofthestate.Oneofthekeyreasonsforthatistheuniquecharacteroftheagri-
culturaleconomy,arisingfromitsspecificityandlong-termdevelopmentprocesses.
Thesekey,specifictraitsinclude:seasonalityofproduction,limitedmobilityoffactors
ofproduction(especiallyland)andshort-termmarketvolatility,aswellasthespecific-
ityofagriculturaltrade.
Agriculturalactivitiesarecharacterizedbyhighriskandthemethodsofpreventing
andmitigatingsuchriskareineffective.Thedependenceonchangingenvironmental
andclimateconditions,smallscaleoftheholdings,thescatteredandspatialcharacter
ofproduction,loweducationoffarmersandflawedinformationandconsultingsystems
allcontributetoasituationinwhichfarmersareunabletomanagewithoutstateaid.
Thedevelopmentofeducationalsystems,supportfornewtechnologiesandactivities
leadingtoeconomiesofscale,aswellastheabilitytoutilizetheexternaleffectscaused
byagriculturalproductionallrequiresubsidiesorspecificlegalregulations.Agricultural
interventionismisalsobasedon:
specificcharacteristicsoffooddemand,i.e.alimiteddemandandarisingsup-
plyofagriculturalproducts,causingthepricestofallandtheincomestoworsen,
thuscreatingtheneedforthestatetointervenetoprotectagriculturalincomes
andtolimitproductionwiththeultimategoalofensuringdecentworkingcondi-
tionsforfarmerfamilies;
income-relatedproblemsoffarmers,especiallytheneedtocounteractexcessive
disparitiesinagriculturalincomes.Stateimpactonagrarianincomesisrealized
primarilybyguaranteeingprofitabilityofagriculturalproductionreachedwith
averagecosts.Thiscantakeformssuchasinstitutingminimumpricesorinter-
ventionbuy-ins.
