ofthisquestionformsthegeneralreasoningbehindcurrentagriculturalpolicysystems.
Despitethetechnologicalandbiologicalprogressinagriculture,thefoundationsof
themodernagrarianquestionencompass:lowereffectivenessoflaborandotherfactors
ofproductioninagricultureascomparedtootherbranchesoftheeconomy,insufficient
flexibilityofagriculturecausedbytheimmobilityofsoilaswellastherigidityofproduc-
tionstructuresandmethodsofproduction,thecontinuousdisparitybetweenagricultural
incomes,loweraccesstosocialservicesfortheagriculturalpopulation,ahighvariety
amongagriculturalstructures,etc.Theagrarianquestionisalsoimpactedbythelowmo-
bilityofcapitalinvestedinagriculturalproduction,alackofshort-termpriceelasticity
ofagriculturalproducts,slowingdownofthedemandgrowthforagriculturalproducts,
dependenceofthepricesofagriculturalgoodsonbetter-organizedbuyersoftheagricul-
turalmarket.Agriculturalproducersareusuallyscatteredandweakentitiesinthemar-
ket,unabletocompetewithmoreconsolidatedandstrongagribusinessmarketplayers.
Theprinciplesandformsofagriculturalinterventionismcreatedinthe20thcentury
havefoundpracticalapplicationinstateeconomicpolicyprogramsconcerningagricul-
tureandruralareas,bothonanationalscaleandininternationalagriculturalpolicy
concepts.TheCommonAgriculturalPolicy,createdintheearly1950sintheEuropean
Union,isthemostdevelopedofsuchagriculturalpolicymodels,encompassingalarge
groupofcountries.Eachnationalorinternationalpolicysystemisbeingadjustedto
changesinagriculture,itsroleintheeconomy,externalcircumstancesorconsumerre-
quirements.Despitethehighdifferentiationinagriculture’sdevelopmentlevelsandits
roleintheeconomyandsociety,itispossibletohighlightongoingdevelopmentchanges
andtrendsinmanycountries.Theseinclude3:
shrinkingofagriculture’sroleinthenationalandlocaleconomy,aswellasin
thestructureofagribusiness;
increaseofproductivityinagricultureandeffectivenessofresourcesandinvest-
ments;
tighteningtiesbetweenproductionactivities,environmentalprotectionand
climateaction;
increaseofinternationalandintersectoralcompetition;
increaseofconsumersensitivitytofoodqualityandsafetypairedwithincreasing
marketpoweroflargeretailchainsandotherkeylinksofthesupplychain;
increasedimportanceofnewformsofprogress,knowledgeandimmaterialforms
ofcapitalinproductionprocessesandthefunctioningofagriculture;
increasedmulti-functionalityofagricultureandnon-agriculturalformsofrural
economicactivityandraisingawarenessoftheneedforthedevelopmentofagri-
culturetobebasedontheconceptofsustainablegrowth;
weakenedsupportforprotectionismpolicy,subsidiesandagriculturalinterven-
tionism.
